Why did you clean the carburetor? Were you trying to cure the condition, "will not run unless choke is closed?" Usually that condition means your fuel circuit(s) is(are) clogged. You didn't do a good job cleaning the carburetor or it's way out of adjustment.

I cleaned the carb because it was not starting at all. Now it runs, but only with the choke closed. What am I missing?

It was not running before, that's why I cleaned the carb. Now it runs with the choke closed. What am I missing?

You're missing a good carburetor clean-out probably. When you run with the choke closed you change the air/fuel ratio... making the mixture rich. By choking the engine you limit the amount of air going into the mixture which essentially increases the amount of fuel in the mixture. Bottom line is, your engine is not getting enough fuel in the mixture unless the choke is closed meaning there's probably a blockage in the fuel circuit. Hopefully when you clean the carburetor you're soaking it in carburetor cleaner or spraying it with cleaner then using an air hose to blow out any blockage in the passageways. Without an air hose you're wasting your time.
