Tina, UK toilets and USA toilets are not 100% identical but they work the same. Here is a link to our two most common (actual names) ballcocks or flush valves. https://www.askmehelpdesk.com/attachments/plumbing/20379d1243960447-leaks-toilet-handle-when-fills-both-ballcocks.jpg Your should be pretty similar. Lets start by asking is your tank nearly full of water, almost to the top tip of the iver flow pipe? Back to you

Defective seal in ball cock or fill valve.
Which do you have.

Ah Tina_Uk is from UK but in USA there is not even a drip! Coming into the tank, while there is water in the toilet bowel

Any water in the bowl is from the last flush. No water in the tankee, no flush in the bowlee.
Unless you have turned off the stop valve on the wall underneath the tank it's a defective seal in the ball cock/fill valve.
Which do you have?

Lift and lower the ball and arm, if no water flows the valve is stopping it. Double check the shut off below the tank on the supply pipe, must be fully opened by turning counterclockwise. If still no water disconnect the supply tube between the shut of (stop) and the tank, try opening again. If water comes out of the stop then the fill valve (ballcock) is the problem. They can be fixed but for $10 its better to replace with a Fluidmaster 400A
