Are there restrictions on where a breaker box can be located? My apt has one that is located on a wall 3 ft from the fl It is too low as my toddler can reach it. I thought it should be at least 5-6 feet from the floor.

There is a high height restriction, but not a low.
It can be at the floor level and still be complaint.

Are there any open holes? That would not be good.
