Isn't 37.9 already a decimal??
Its NOT for example... 37 and 9/10
But I think I know what you want... although its NOT what you asked for...
Here is a hint. How do your write 50 cents? 50 cents is what percentage of a dollar? See where I am going here.

37.9 IS a decimal number... already. Its not for example a fraction. I gave the fractional equivalent to you.
Because that part is clear... I think you are asking the question incorrectly.
Again... how would you write 50 cents... not using cents and a dollar symbal?
Think again... cents, percents... in the scope of this question mean the same thing.
Assuming we were talking money... and it was 37.9 cents... how would you write that in dollars? HAve that and you have your answer, and better, will understand it.
Further hint... one cent equals one percent of a dollar. You've seen prices in the stores... begining to see what I'm trying to get you to see now?

No rounding involved.
One cent is written $ .01
One percent is witten .01
You are not limited to two decimal places, thus don't have to round.
Here is an exercise for the real world... Take a look at prices outside gas stations... they are to 3 decimal places even though there is no fractional cent coins in the USA. Is this making much more sense now?
Is it clear what the answer you are looking for now is?
