Your description isn't very clear (1 just at the washing line and licks it?). But it isn't enough to say that dogs aren't walked. If they have a fenced yard, shade when hot, warmth when cold, and water, then animal control or a non profit animal agency isn't going to do anything. Nor is fear that they might break the fence and attack. They would have to get out first, sorry.
