Nope... but you can stop paying, and receive room and board with 3 square meals a day courtesy of the Wisconson Prison system in your case.

There seems to be this myth that a parent can just give up their rights. No US state allows that. Only a court can terminate parental rights and courts are very reluctant to do so.

State laws do vary. Some states allow for termination of both rights AND responsibilities. Others only rights. But no court will terminate rights if it means allowing the parent to get out of paying support.

If you are the parent trying to get out of support shame on you. If you are the other parent, be assured they will not get out of owing support.
