I have a tiled lower level in my house and when there is heavy rain water leaks up through the floor tiles, I need this to stop

You HAVE to address any drainage issues OUTSIDE the house first... like do the gutters drain AWAY from the house... is the fill dirt sloped away from the house... if so then you will have to have the perimeter of the house escavated and french drained to cure the problem. There are a few other things that can be done but are less effective then curing the source of the problem.
