This is residential. The home owner will pull the meter and tie two 6 gauge wire to the lugs on the main box, bringimg them backout side and go out the side of the meter. He will then tie in a 70 amp all weather boxes made for four 20 amp breakers

Is the home owner a licensed electrician?

I ask this because the meter belongs to the power company and you have to have their permission to pull the meter.

Also, an electrical permit must be pulled for this type of work and the work must be inspected.

Lastly, this home owner must be warned that he will be working around live unprotected wires. Basically, this is a kill zone if proper safety and protection is not adhered to.

A homeowner should NEVER pull a meter. EVER!
In most cases this is highly illegal as well.

From your description I cannot figure out what is being tied to what, but I can say I cannot find ANY way this would be legal.

The meter would have to be rated for two load side conductors. I know of NO residential 100 or 200 amp pan that is.
