My partner took my daughter on when she was 5 month old and now she is 3.shes only seen her real dad 3 times,he only turns up when he wants money.I want my partner to adopt her so we can be a properly family and because he is the best thing that has happened to us.he supports us and he keeps us safe.I need help

Are you talking about a same-sex partner? VERY few states allow a same-sex partner to adopt at all, and those that DO allow it also generally require that you be married to each other first.
Can you PROVE---with police reports and hospital records, for example--that the biological father is a danger to the child?
If not, then you will need the biological father's permission for a step-parent adoption to happen.

Yes, your term "partner" makes it sound like a same sex relationship, So your location will make a difference, since many places do not allow same sex adoption.
Also if not same sex, most places also require you to be married and married for a year first.
And in all cases, the bio father will have to sign and agree to the adoption.
