It doesn't matter where an attorney lives.. It matters where he is licensed. Some attorney's are licensed in all 50 states.

Bankruptcy courts are federal, so he has to been admitted to practice law in the Federal Bankruptcy court.
At least when I was in law school, Federal Court was one of the exceptions to the state license, a attorney licensed in any US state can appeal before the Federal Courts anywhere in the US that they are admitted to practice in.
The real issue will be how will they travel to that court and state to represent you, since there will be at least two and often more meetings during the bankruptcy process.
