What are actually the symptoms of having liquid in the ear? I was actually told I have liquid in my ear but at the time I was a heavy cannabis and couldn't really tell whether they were symptoms of the liquid or the weed.

Mucus forms in the eustachian tube the same way it does in the sinuses and nose. The tube drains into the back of the throat, but can get clogged the same way your nose and sinuses can. The cure is the same as a cold - drink plenty of water/juice/broth etc. Take cold medicine. Gargle warm salt water. Keep warm.

The tube can eventually get infected, and that requires a visit to a doctor for antibiotics.
