Since I am assuming you are running Vista (only OS which allows deleting of the recycle bin that I know of)

Follow these instructions on restoring your icon.

1. Control Panel
2. Personalization
3. Change Desktop Icons
4. Checkmark Recycle Bin
5. Apply
6. OK
