Since the soap dispenser tube fell off it probably emptied of soap so I'm betting that you need to "reprime" the dispenser by pumping the dispenser (tube attached) like 15-20 times after it has been set into the liquid soap to get the soap delivered topside... ;)

Try that and if that fails to fix it let me know, OK?
