The fuel pump on my chevy blaer test fine, but no power is being supplied to the pump. Fuses and relays test fine, could the EMC cause this issue.

Yes, bad ECMs (Engine Control Modules) are major a cause of fuel pumps not working. Most of the time, the problem is not with the fuel pump; instead, it is with fuses (under hood and under dash), ECM, ECM ground, or fuel pump relay.

That wouldn't be my first guess. This system is designed with backup. When you first turn the key, the PCM energizes the fuel pump relay to power the fuel pump for 2 seconds. But, if you crank the engine for more than 2 seconds and build oil pressure, the oil pressure switch closes and acts as a backup power to the fuel pump. So if you crank until the oil pressure light goes out and you still don't have power at the fuel pump, check the wiring between the fuse box and the pump before you start replacing the PCM.
