A man says he was 28 years old two days ago but he'll be 31 years old next year how would this be?

Today is the first of January. His birthday is the 31st of December. So two days ago, he was 28 and is now 29. On December 31st of this year, he'll be 30. December 31st of next year, he'll be 31.
It can still be "next year" 729 days from January 1st. Plus the two days since he was 28 makes 731, which is just enough time to have three birthdays.
Either that, or he's lying about his age :)

He was born on Dec. 31, 1977. He made the statement on Jan. 1, 2007. That made him 28 on Dec. 30, 2006 (which was 2 days prior) and 29 on Dec. 31, 2006. On Dec. 31, 2007 he'll be 30 and on Dec. 31, 2008 he'll be 31. Thus he goes from being 28 in 2006 (as of Dec. 30) to being 31 in 2008 (on Dec. 31). So, in 2007 (on Jan. 1), he was 28 years old 2 days prior to making the statement and next year (which is 2008), he'll be 31, as of Dec. 31.
