Hi I'm a 23 year old mother who has just recently been married... I have 2 daughters but my oldest is not his by blood, where as my youngest is. My oldest is 2 years old and her father left when she was 6mths old and her now "step daddy" has been there since she has been 6mths old. I have contacted my daughters "father" on a number of times and he either hangs up on me or we get into an argument all over him not wanting to see his daughter... I have contacted the child support agency and he was paying child support for a short time but then all of a sudden I have not been getting anything. How can my husband adopt if my daughters father refuses to sign papers let alone talk to me?

This is a frequently asked and answered question here. Adoptions have to handled absolutely according to law. This is imperative.
So the simple answer to your question is start shopping around for an attorney. The attorney will tell you whatever requirements you have to meet to get the courts to approve the adoption. They will prepare the paperwork properly. They will tell you how the adoption can go through even with the father's objections.
But frankly I don't see where you would have trouble getting the father to agree. If your attorney contacts him and says to him that if he agrees to the adoption, he will not be obligated to pay support and you will not longer try to get him to see his child.
