GRE = Graduate Record Exam - a standardized test that many universities require graduate schooll candidates to take. Think of it as the SAT for graduate school.

TOEFL = Test of English as a Foreign Langauge - often required for students wishing to study at english speaking schools. Not sure that TOEFL is always required, but here's a list of 7500 schools that accept TOEFL scores:

I don't know that anyone has a list of schools that don't require either. I suggest that you first determine what you want to study and which schools have good programs in your field and that you are interested in possibly attending, and check out their admissons pages on their web sites to see what they require. If your favorite school(s) require the GRE or TOEFL, then you should just take the test(s).
