Get a lawyer and take her to court.

How old are you? If you are under 18 she should be acting as trustee for your assets. Her responsibility is to make sure your assets are managed properly on your behalf. But she does not have to give you the money. If you're over 18, she must retitle the account where the assets are held into your name, and you are then responsible to manage the assets as you see fit.

*EDIT ** Actually, the age of majority varies by state. It's not always 18 - in some states it's 19 or 21.

... Actually, the age of majority varies by state. It's not always 18 - in some states it's 19 or 21.

And some wills provide that a particular devisee is to receive the money or other property at an even older age.

We really don't know nearly enough information.

How old is OP?
Did (s)he inherit by will, by intestacy, through a trust, or what? It's even possible that the mother inherited but (s)he is talking about what (s)he "should" have by some notion of "fairness".
Was the mother appointed as some sort of a fiduciary (trustee, etc.)?
If the mother has half the inheritance, who has the other half? And finally,
What state is this in?

Yes, the proceeds of the will are given out though probate court normally, if you believe it is not being done properly, you need to hire an attorney.

If you are a minor, it may be put into trust till you reach a certain age ( can vary by location)
