But she does not have to give you the money. Did (s)he inherit by will, by intestacy, through a trust, or what? It's even possible that the mother inherited but (s)he is talking about what (s)he "should" have by some notion of "fairness".
Was the mother appointed as some sort of a fiduciary (trustee, etc.)?

Yes, the proceeds of the will are given out though probate court normally, if you believe it is not being done properly, you need to hire an attorney.

If you are a minor, it may be put into trust till you reach a certain age ( can vary by location)
