Is it necessary to have a disconnect (Breaker) at the meter? My meter is 200' feet from my cabin and I already have a 200Amp Main breaker on the exterior of my home and a subpanel on the inside. Any help would be appreciated as I prefer not to buy a 200 Amp Breaker panel if it is not necessary.

No, as long as the panel in the home is protected by the breaker just outside, the meter does not need a breaker.

Who is requiring or suggesting this? Normally the breaker at the house should be good enough but you still have 200ft. Of hot wire going to the house after the meter. You wouldn't need a 200 Amp breaker panel, you would need a meter base with a 200AMP disconnect.
