If a dog is nervous or scared, they will release their anal glands. Its very horrible smell that seems to linger. To try and get him to stop doing this, You just need to keep exposing him to different things. Don't acknowledge his behaviors, that will only reinforce his fear. Human reaction is to comfort fear. In the dog world, that comfrt is telling them that "its ok to be afraid and arent you a good boy being afraid!" So just continue taking him places and exposing him to different environments. He'll soon learn that everything is OK.

I would suggest to take it to a park and incourage people to pet it while comforting it or holding it close once a week or every day. Since its young and this was established early then that should get it away from being nervous. As for putting off a scent, of course it does this, it's a male! I believe its trying to mark its territory to tell the people to go away. It is probably nervous of strangers because they are too close to its territory. I would suggest taking to a vet and having his um ahem well his things cut off so he won't mark anymore. Then do what I suggested and take the pup to a park so it gets used to strangers.

It's doubtful that the scent is from marking. Lucky's post makes more sense.

I do recommend neutering, but anal glands secreting won't be fixed by that.
