We need more information. Do you know why he is this way? Do you live far apart? Was there a disagreement? How many grandchildren and what ages?

ANY question about law needs to include your general locale as laws vary by area. Many area do have grandparent rights laws that deal with just this situation. But it would be MUCH better to not have to force the father to let you be a part of the children's lives.

2 grandkids ages 2 and 3 we live like 5 minutes away from each other he uses the kids against us and when we don't do what he says or asks he tells us the kids can no longer see us vise versa they are all we have let of my daughter/it breaks my heart

2009 California Family Code - Section 3100-3105 :: Chapter 5. Visitation Rights provides for reasonable visitation for grandparents in the case where one parent is deceased if it can be shown that its in the best interests of the child. One of the criteria for this is a prior bonding relationship with the children.
So what I would do is tell your son-in-law that you don't want to have to go to court on this, but that you believe that a court will grant you visitation if you do. Tell him, if he continues to play these games you will be forced to go to court to protect your rights.

Well in my culture we have a one year celebration... where it tells everyone that we are no longer grieving... he wanted it a certain day due to he was getting remarried I had tols him it wasn't a good day for my family and if we can have the following

Week he got upset and had his own one year... and my family had it the following week and from there he would no longer let us see the kids!!
