I don't see an age for it, BUT with most contracts you have to be an adult.

It's the dog that needs the permit - regardless of the age of the owner.

But if you look at the application form (http://www.gladstonerc.qld.gov.au/animals5Environment/docs/NewAnimalRegistration.pdf), it says "Applicant must be 18+".
