I have custody of my son although its never been to court and been finalized. His father makes no effort to see him but my son does go to his fathers mothers occasionally. They claim he sees him then but I have no recollection of it. I had to file for child support, his name is on the birth certificate and dna test has been done and proven 99 percent accurate. What rights does he have?

The same ones that you have. He is the child's biological father and is entitled to custody and visitation just as you are.

If he chooses not to exercise his rights, that's his issue. Unfortunate, yes; grounds to terminate his rights, no.
