My mother in law has an eviction in her history and when she decided to relocate for a better job no apartment would accept her. She then turned to my husband to put the lease in his name. His information was collected over the phone since we live across country and he has never signed the lease. I'm afraid if she doesn't pay they will come after my husband. Is this lease binding?

Did she sign the lease, and most likely they recorded him agreeing to the lease.
To see how binding, they will have to not pay and sue and end it in court

The lease is most likely binding for your mom but not your husband. Fraud thrumps a lease every time. To protect your family you should report this fraudulant behavior to the leasing company via certified mail

It sounds like the OP committed the fraud. But if he never signed he could deny he agreed.

That's exactly what I am thinking but its not the OP's fraud, its her mother-in-laws.
