Why hasn't he been neutered? How can a dog "look like he wants a partner"? I sense some anthropomorphizing here.

What do you mean by 'partner'? Do you mean for mating or a playmate/companion?

He has been neutered he wants some one to play with like a Best Friend

Play mate is what he wants he seems lonely and bored I try to play with him but after an hour he still seems lonely.

Dogs don't get lonely... People do.. If you don't mistreat your dog, he's happy ALL the time. That's they're natural state.

Moreno, is it possible you believe he wants a new best friend because after an hour you are tired of playing and he is still looking for attention? How long is he left alone during the day? How much exercise does he get so he is properly tired out by day's end? If he only receives an hour of attention per day, then yes, he will appear to want someone to play with. Please don't mistake that for his wanting another dog. He wants your attention or the attention of the other people in the household. If your dog has lived either all or most of his life as an only dog, he will not readily (if ever) accept a new dog into your home. A lot of people make the mistake of doing what you are thinking of doing, only to find they have to rehome the new dog. Please don't compound one problem by adding another.
Why don't you post back and tell us the breed of the dog, what the normal daily routine is in the household, if there have been any changes (another dog dying?), along with how much mental and physical stimulation he is receiving every day. Maybe we can come up with some suggestions that will help. One idea that comes to my mind right now is to research doggy daycare facilities in your area. Maybe all he requires is a couple days a week of playtime with other dogs.
