92 Civic, 1.5L.
Died while driving (pulling out from stoip sign)
Cranks, but no start.
Looks like no spark.
No Check Engine Light. (Stored code 17, but occasinally I got a speedometer that would bounce like a tach, CEL on, but off next time I started)
TDC/CKP/CYP Sensors Ohm out OK.
Coil Ohms out OK.
Voltage check for ICM Black Yellow is OK. (Batt Voltage)
BUT, White-Blue Wire, 0 Volts.
Replaced ICM with new & same results & same 0 volts.
Chiltions says to check the circuit if this condition exists, but I don't know what circuit to check & how.
According to manual, the wire goes to ECM at B14.
What does that tell me?
Could all this be due to timing belt failure?
Rotor button turns, so I know it did not break.
Can somebody help?

These two links should help:

Code 17 = Variable Speed Sensor (VSS)
Easy to replace. Located on transmission, close to the firewall.

I wouldn't rely on your coil test at all. Bench testing coils and ICMs is almost useless. It wouldn't surprise me if the coil is the problem, if the CEL comes on and goes off normally. The CEL bulb may have just burned out. The first link should allow you to nail this problem in short order.
