Romex Simpul NMC is not rated for wet use and under outside vinyl would most likely be considered wet. You could use UF but even with that there is no protection for physical damage to the wiring. It needs to be better protected from nails etc. I don't have my code book at this computer now but that number looks like the National Electrical Code. NEC
