I unhooked the line after the solenoids, depressed the water dispenser and water flowed out of the disconnected tube. So it appears the solenoids are functioning (at least for the water dispenser). A by pass plug is in use rather than a filter. When the by pass plug is turned a 1/4 it allows the water to be dispensed for that turn. Once the dispenser button is released and reactivated again, water does not flow.
