There is a spark, fuel mixture visible, but will not fire. Compression is about 90PSI and maybe 1 in a thousand times with starting fluid it may kick once.

Try filling the cylinder with ether/starting fluid and crank it by hand a few times and let it air dry. That would clean out some of the carbon build up and will make sure the carbon isn't interfering with the valves operation. Other than that I would say check how good the spark is by cleaning the spark plug and looking at the color of the spark. If it's a weak spark it could be the culprit... the ether will help eliminate any oil in the cylinder and push it into the exahust which will smoke like crazy when you start it.if oil is coating the spark plug it will decrease the strength of the spark causing it to only "kick" once in a while
Check your points ,
Run a small piece of sand paper between the contacts if this helps replace them.
