I always have t be the one to start doing something for him to know I'm in the mood. He says he doent want to "harrass" me so that's why he's like that and that's just the way he is... I feel rejected when I take extra time to put something nice on and if he sees me in it he doesn't "jump all over me"... help!

This may not help but I'd stop initiating sex... see how that goes.
Let him know that always making the first move makes you feel insecure when such an intimate act always relies on your decision. You want to feel wanted too.

You might want to address his stigmas with "harassing" you. You might want to ask him why he feels that it would be a bad thing. Remind him that you like it, and want to be harassed by HIM sometimes (not other guys, of course).
