Can new vinyl flooring be installed over old vinyl flooring ?

You can do that but in some cases the pattern on the bottom vinyl will transfer. Use a skim coat to level the pattern and then put the second floor down. Make sure the first floor is adequately adhered. Check the floor warranty to see it it is OK.
