Is he your boyfriend or your husband? It makes a big difference.

Well I know they not trying to sound rude. Dna was done. He won't sign his rights away because he knows that'll make us happy. Any way to still get my husband to adopt?

Possibly. Depends on the state, but in some states if the father has not had any contact for a period, the husband can adopt. Again, we would have to know which state you are in to give you the statutory language.
And as another answer asked, are you married to your boy-friend? It makes a difference.

In the subject line of your original post you refer to your boyfriend. In other responses you refer to your husband. You need to define which it is as it does make a difference.
It is almost imperative to have an attorney prepare an adoption. Especially where there might be contention on the part of the natural parent. This means, if you want this to get done you should be shopping around for a local attorney. The attorney can tell you whether you can get past the objections of the natural father, what requirements you have to fill etc.

Ga requires that you be married for at least a year before filing for a step parent adoption. So you have time to shop around for an attorney, save up to pay him. I suggest you start now.

You can request as noted that he adopt the child, ( but as noted in GA you have to be married for a year first) After that the bio father of the child will have to sign away his rights,
Between now and then, go after child support, often knowing he will not have to pay child support after the adoption is often a big help in convincing them to sign the rights over
