Is your question really "Is it correct to POUR water INTO acid?" If so, the answer is NO - you always ADD ACID! The heat generated when H2O is protonated to form H3O+ will cause a small almount of added water to boil and spatter the acid/water mixture onto you and evertyhing nearby. A small amount of added acid can warm the water, but won't boil it before you can stop.
If I am diluting, for instance, concentrated H2SO4 I like to add it to ice - even more cooling!
