I think it was back in the 70's I saw this movie but don't know when it was released. I am looking for the title. There apparently was the sinking of a ship and the survivors were in a lifeboat. The boat had no cover and there were more people than room in the boat so there were several people hanging off the sides and in the water. Some of them were eaten by sharks. The officer in the end had to make a decision as to who would live and who would die and there was one young lady who was unconscious. He was going to throw her overboard when the father climb overboard with her and they slowly disappeared in the waves while he tried to keep her afloat. In the end there was a court setting and though many of the survivors in the boat hated him, but the time of the court case, none of them would testify against him realizing the difficult choices he had to make.

How about The Last Survivors (TV 1975) ?
http://www.imdb.com/title/tt0073269/

Quote from another website about The Last Survivors:

Martin Sheen was an officer on the ship which sunk in shark infested waters. The lifeboats were overloaded and Sheen started booting off the elderly and injured people. They were rescued, and at the end of the movie there was a court trial where Martin Sheen's character was tried for his behavior on the ship.
