It varies depending on the case and the officer. The longest it generally takes is about 3-4 months. Any longer than that and it likely has been sent to investigations or to legal for review. Are there any known issues?

Did your previous spouse petition for you? Had he been married before? Ever petition for anyone else besides you?

Without more information, I can't tell you why.

But, the fact that you were married previously and had a petition filed on your behalf and then withdrawn is a fraud indicator. Marriage fraud or attempted marriage fraud is a ground of inadmissibility. At the interview, if the officer is not satisfied that the previous marriage was also bona fide, they can either issue an RFE or send to investigations.

How extensive was the documentation for the marriage? Did you bring evidence of the bona fides of the first marriage to this second interview?
