We got the head shaved by 0.22 and it fixed it some but it ran worse before but we thike the carb is bad

Depends. Did you adjust anything? Have you changed out any parts. What was the problem to start with? Or all the sudden the rpm's just jumped up?

With the engine at normal operating temperature, back off the nut going to the throttle cable. Set the idle speed to 700 rpm and tighten the other jam nut.
