It was around 1991'ish. There was no sound. It was entirely animated (drawn) and the only thing shown was literally pages of children's story books to read along with. Between books, there would be random shots of a cartoon man with a flower for a head smiling, waving and generally greeting the viewer. Although it was shown in Florida, late night, It was Canadian. I distinctly remembered an address periodically being displated across the screen saying 'Winnepeg'. I'm assuming it was a channel we picked up once programming for whatever channel it was on ceased for the evening, as it ran all night. I've been googling it like crazy but to no avail :/
