Why can't a toilet be installed upstream from a sink or shower?

That only applies to a branch drain line. It's a venting issue and could cause the sink trap be siphoned clean out of its water trap.

It's strictly against code to discharge a major fixture, such as a toilet, past a unvented minor one, such as as sink. Bob gave you a great explanation.
Because it could cause the sink trap be siphoned clean out of its water trap seal. Cheers, Tom
