Its about a sinister little girl who abuses her brother and he has to keep a whistle under his pillow so he can use it and alert his mother if she attacks him in the night. Also on one part of the film she pushes him down the stairs. Its an old film no later released than about 1994-6, colored film and if I remember right , there is a dry stone wall and a bear tree on the cover.

2nd film:
Also an old one, halloween themed. Where a father of a girl and boy plays Dracula for a TV show and at one point the older sister threatens to feed him to the dogs next door if he didn't listen to her, that's all I really remember about this film . No later released than 1995-6 colored film.
