What I think you mean is that the Commonwealth of Virginia has sent you a notice demanding that you file a tax return for Virginia, probably because your employer is Virginia-based and reported your income to Virginia.

If you neither WORKED nor LIVED in Virginia at any time during the tax year in question, Virginia has NO LEGAL STANDING to tax your earned income, even if the employer is located in Virginia. That was decided in the courts decades ago.

Call the Virginia Tax Department (the phone number WILL be on the notice you received) and explain these facts to them. They will probably want a letter from your employer stating that you neither lived nor worked in Virginia, plus some other third-party proof that you live and work in Minnesota (a copy of your Minnesota tax return is good for this third-party proof).

Once you provide the letter and a copy of the Minnesota tax return, Virginia should leave you alone.

Also take a look at your W2 from last year and see what address was listed on it - did your employer list a VA address for you instead of your home in MN? If so, you would clearly want to get that changed.

Yeah I just looked at my W2's and it does say my old Va address but I wasn't living there and when my taxes were done by the company that filed them they never had me file in Va because I wasn't living there does that mean I still have to pay Va? I haven't lived there in 6 years my grandmother lives there but when I was working my address was in MN.

Also on my Tax info when it was done it has my MN address so could that be a way to show I wasn't living Va.

Despite the fact that your W2 had a VA address, if your legal residence was MN (and was not VA at any time during the year in question, and you didn't work in VA that year either) then you do not have to pay any VA income tax. So proceed as AtlantaTaxExpert advised - that should clear it up pretty easily.
