I am in a relationship with a guy that has an outside child that is two years old and the mother of the child will not let him see her... He does not have a job yet but has been looking for work and has not found a job yet. But every sense this child has been in this world I have been helping him take care of her... But know it's a problem with him seeing her for some odd reason... So my question is could he get visitation rights without a job or what could he do?

Yes he needs to go to court for custody. Also if its not set up already he needs to go to court for child support.

Support and visitation are separate issues - the child cannot be withheld because the father does not pay support BUT, as Califdad said, the mother has control of the child and the father needs to ask the Court for a visitation order - she will counter, asking for support.
Does that answer what you need to know?
