(Manual way)
Write it in fraction.
Move the decimal place to the same number in both the numerator and the denominator.
Remove the common factors from both numbers. Here 2 is a common factor.
\frac{1}{0.0182} = \frac{10000}{182} = \frac{5000}{91}
Now, we take the upper approximate and the lower approximate, that is, 100 and 90.
\frac{5000}{100} = 50
\frac{5000}{90} = 55.555555...
So, your answer should be about 1/10th the difference from 55.555, that is 1/10 of 5.555. One tenth of that is 0.555.
So,
\frac{5000}{91} \approx 55
The calculator gives 54.945, which is very close to the approximation :)

I work with college students who don't know what divide and multiply even mean, cause they think they are keys on a calculator. Uh, let's see, we have insurance for one month at $120 - what is that for 3 months, and no clue that it's a multiplication. (And no, I am not exaggerating.)
That is what comes of calculators. One needs to learn manually first!
