Mother goes to Manila to have a good time. The father of the child is abroad. She leaves the child to a friend without financial support, food, beddings, and shelter. Since her friend has no way of sustaining the child's needs, she decides to leave the child to his grandparents who are happy to receive the child.
QUESTION: Is the mother guilty of abandonment and if so, what is the penalty?

Depends on which country/state has jurisdiction

Generally abandonment is a criminal charge that refers to leaving a child without adult supervision. This does not appear to be the case here.

The "friend" had no legal standing and should not have accepted the child beyond a short time (no more than overnight). The friend was correct in turning the child over to a relative.

As for the mother, there is probably no legal penalty except for loss of custody. The father can apply for custody or the grandparents can apply for guardianship.
