First, I would say, you should bring them to the vet to get shots, etc. If you are concerned with them not being able to drink the mother's milk, you should also tell the vet this. But don't feed them milk you would drink, as they cannot digest that. Has the mother dog been acting differently aside from that lately? Try to keep them all comfortable, but if they are not getting any milk, I would recommend the vet. Good luck with your dog and new puppies!

I can pretty well tell you why mum doesn't want to feed them anymore... they would be starting to get teeth!
Once puppies get teeth mum can be reluctant to feed them because well... it hurts her.

Get some puppy milk from the pet store or supermarket and put it in a low dish (saucer is good) and encourage puppy to lap from the bowl, if they don't understand then just get some on your finger right near the saucer to encourage them.

Same with food, start with soft food, either canned or soaked dry food and mush it up with some puppy milk and offer the same way. Usually they will take a little off your finger.

Don't give too much of either (the milk or the food) at first or they will get upset stomachs, introduce all new things grudually.
