When hooking up my house service cable to the local electric company do I hook up the neutral first or the hot wires. Thank you

Since it will be dead it should not matter, but by practice I always do neutral then hots.

May I ask WHY you are doing this and not the power company?

Yes, Stan asks the right question you do not do this connection and the power company will have somethuing to say about it. Can you give more details?
