If a church holds a business meeting to decide on a major issue affecting the church as a whole, are paid employees of the church eligible to vote?

Who is having the meeting,
The churches corporation board of directions and officers ?
Of it is a church membership meeting about doing things in the church.
This will be up to the churches rules as to who vote, normally it is only church members, so if the employees are church members
In some churches, only the male members can vote.
In some only "active" members, and the church will define what is active.
The church should be formed by article of incorporation, and have even if not they would have a set of rules, and by laws that regulate the management of the church.
