Not really, you will need a business plan and apply for regular grants and business loans, also there will be no 100 percent so you will need to raise a large amount from private investors for this.

Also, once someone has "done their time" and paid their "dues" to society, they're free to apply for grants and loans just like anyone else.

I am a business owner and work with exfelons. There are no stipulations that say you can't get a grant. But I will say with a background people can be judgemental so youj should start a business and take credit for those funds. There are a lot of books that help you locate the grants. It is generally divided up between the business you want to start and the criteria that you fit (like race or ethnic group). You are going to be more positive than someone else. So do it!
Get books or use the internet to locate what your dream is and how to finance it. The only criteria for a grant is that you must be nonprofit. Structured right you will be fine. If you don't like that idea, I started my business with less than$1000. All you need is your tranportation, your space and enough resources to get through a month or so. Good luck and go for it
