If the man I have known as my dad,signs to have his name put on my birth record he is willing even though he might not be he has been that part of my life. My ? If my mom at the time of my birth received any help from the state with bills from my birth and or any other state funds she [mom] may have received.would he have to pay that state back?I question this as I do not the way it works. Even though he did not know or was not named as the father?no father is on my bith record. I am now 18 and want to change to his

What State?
Has any other person ever been recognized as your father at any time in your life - such as for child support purposes?

No he was not, but at the time mom named another but he was a minor and not sure but nothing thinks case was closed.

Sorry so much going on not much time.no I have always lived with the one I call dad,would not change that.he wants what ever makes me happy.. the person that mom was seeing at that time she wanted he to be,but he was just 3 months of being 18teen.parents placed him into some kind of bad boy schoo,l.test were never ordered as far as we know.. the dad I have always known as dad, stay as that and I want his last name.as for support I'm not sure but mom just turned 18 might have had help from state.I think fl.. I think the parents sent him off to please the court before anyone could do anything about maybe a daddy came out.. or well.. im not wanting to prove anything I know and dates tell all he could not be.. im 18. Know can I not adopt new parents?the ones I have , the two I want?in fl.

You cannot be adopted without the signed consent of your birth parents - if that is what you are asking. You don't adopt parents. Parents adopt children.
Why don't you just petition the Court to change your name to the new name you want as soon as you reach legal age in your State?

I would not deal with changing the birth certificate. If you want to honor the person you feel is your dad by taking his name you can do so since you are 18.

Either that, or have your dad adopt you, assuming he is willing. Step-parent adoption, especially in the case of an adult child, is not that difficult. Consent of the biological father is needed if you were still a minor, but I don't believe it is needed in the case of an adult.

Oh, and to answer your original question, part of the adoption process includes changing the birth certificate.
