I am replacing a toilet and the flange in extremely rusted and someone put it on 90 degrees off, so I cannot use the slots. The bolts were beoken off so the holes for the screws are blocked. How do I take it off and replace it?

What material is the flange? Metal or plastic? Let me know, Tom
