My son is 2 years old now. His father has never seen him or has wanted to try minus the one time I took him over there when he was 6 months old. I have tried to get him to be a father but he cares more about his daughter who is a few months younger then my son. He wrote me saying he is wanting to sign his rights over. I'm just wondering will that stop his child support he is suppose to pay. And is there a way to get him for back child support. I'm suppose to get $220 a month but only recently have been getting $60 to $80 a month and with just my income I can't pay for all the stuff my son needs. If someone could help me that would be great.

Also, does the Father want to stop paying child support if all rights are to be reliquished to you?

First, he can forget about "signing his rights over". There is a sticky note at the top of this forum that deals with this issue. Only a court can terminate parental rights. And no court is going to issue a TPR that lets a parent out of paying support. You can read the sticky for more details.
If he has not been paying the support that he is required to, you need to either go back to the court that issued the support order to enforce the order or see if your state has an agency to help collect support payments.

Yes, he is a dead beat and wanting to try to trick you into not getting your support,
He can not just "sign" over his rights, if it was that easy there would not be 1000's of men sitting in jails all over the US for not paying.
Don't let him trick you anything anything
